It is commonly believed that a strong and vibrant civil society is the prerequisite for democratic development. Hong Kong has a well developed and active civil society. July 1 March, conservation movements, various advocacy movements on the web and the robust development of NGOs have all indicated a new phrase of Hong Kong democratic development. The goal of universal suffrage in 2017 is approaching. Hong Kong people are all concerned on how to initiate a political reform that can realize the goal of universal suffrage. As the Convenor of the Executive Council, what role would Mr. Lam play in Hong Kong democratic development as well as the fight for universal suffrage?
